Dr. Ed Fila is a Dentist living in Bountiful , Utah. Since the summer of 1994, he and his wife Sharon have been motivated by several life impacting events to begin a search for better ways to deal with Utah's difficult-to-educate youth, many of whom had behavior problems. Ed has discovered that nearly every problem has a solution somewhere in the world and that a society that locates and implements the best solutions will lead the world in any field it chooses. As citizen volunteers, the Fila's have helped import several significant programs into the state. Conferences have been their primary activity to introduce Utah educators and corrections professionals to state-of-the-art programs in the world. They have never doubted that a small group of people can have a significant impact on a community.

Mike Phillips became involved with Ed and Sharon in the summer of 1997 near the end of his 32 year career in the Utah Court System, primarily serving the Juvenile Justice segment of the courts. Ed helped Mike and the Juvenile Courts identify and import a substance abuse program that has demonstrated very positive recidivism rates. Since his retirement in 1998, Mike and Ed have worked together planning and conducting conferences for educators and legislators and more recently have facilitated several pilot programs in various Utah schools. Innovations in Education was officially incorporated in March 2000 as a not-for-profit corporation. Mike is especially interested in the brain based learning helps iie has identified and in the adult literacy problems we face as a nation. Mike realized that Utah 's delinquents had learning disabilities and substance abuse problems, thus his interest in working with Innovations in Education.
